The Education
Consultant will support the work of the Education Section in the UNICEF
Hargeisa Office. Specifically, the consultant will provide technical inputs to
the following: 1. Supporting program development, planning, and implementation
•Provide technical and operational support throughout all stages of programming
processes by completing a variety of technical, program, operational and
administrative tasks to support program planning, results-based planning (RBM)
and monitoring and evaluating results. •Work closely and collaboratively with
internal and external colleagues and partners to discuss operational and
implementation issues, provide solutions, recommendations and/or alert
appropriate officials and stakeholders for higher-level intervention and/or
decision. Keep record of reports and assessments for easy reference and/or to
capture and institutionalize lessons learned. 2. Contribute to program
monitoring and overall data collection and analysis •Participate in monitoring
and evaluation exercises, especially regarding baseline assessments and helping
with field monitoring / programmatic visits. Identify action items during the
visits, and follow-up on their resolution. •Support the mid-term program
reviews with government and other counterparts to assess programs/projects and
to report on required action/interventions at the higher level of program
management. •Assist in monitoring and reporting on the use of program resources
(financial, administrative and other assets), verify compliance with approved
allocation/goals, organizational rules, regulations/procedures and donor commitments,
standards of accountability and integrity. •Provide inputs to data collection
and analysis, especially leading zonal office inputs to 5W reporting as well as
section-level data collection and analysis 3. Assist in maintaining and
managing partnerships, especially with implementing partners •Act as focal
point for implementing partners to meet UNICEF requirements, especially
regarding reporting against program documents •Support UNICEF Hargeisa
Education team to maintain representation in sectoral groups, in particular the
Education in Emergencies Working Group
