TERMS OF REFERENCE (TOR)

Position: Chief Engineer

Company: Amal Real Estate and Construction Co.

Location: Amal Village-Garowe

Employment Type: Full Time

Reporting To: General Manager

As the Chief Engineer at Amal Real Estate and Construction you will hold the highest-level engineering position within the organization. You will provide strategic leadership, technical expertise, and oversight to ensure the successful execution of engineering and construction projects. This role requires a seasoned engineering professional with a strong track record of managing complex projects and leading engineering and production teams.

Key Responsibilities:

Develop comprehensive project plans, including timelines, budgets, resources, and risk management strategies.

·         Checks the performance consultant and construction activities (Cost Quality and Time)

·         Develop and execute the company's engineering, construction and production strategy in alignment with its long-term goals and vision.

·         Provide visionary leadership to drive innovation and excellence in engineering practices.

·         Oversee all engineering and construction projects, ensuring they are executed on time, within budget, and to the highest quality standards.

·         Provide technical guidance and expertise to project teams, including engineers, architects, and construction, and production teams.

·         Stay current with industry best practices, technological advancements, and engineering standards.

·         Manage and allocate resources effectively, including personnel, equipment, and materials, to support the objectives of all Amal Real Estate and Construction projects.

·         Ensure optimal utilization of resources while maintaining cost control.

·         Implement and enforce rigorous quality control and assurance measures to ensure the highest standards of construction, production and engineering excellence.

·         Develop and maintain quality management systems.

·         Ensure compliance with all engineering, construction, production and safety regulations, codes, and standards.

·         Collaborate with regulatory authorities and conduct internal audits as necessary.

·         Develop and manage Boqs/budgets for engineering, production and construction projects.

·         Monitor project financial performance and implement cost-saving measures when required.

·         Lead and mentor a team of engineering professionals, fostering a culture of collaboration, innovation, and continuous improvement.

·         Conduct regular performance evaluations and provide guidance and development opportunities for team members.

Skills and qualifications

Qualifications and experience requirement

·         Master’s degree in engineering and relevant with 10-year experience

·         Proven experience as a Chief Engineer or in a senior engineering leadership role within the real estate and construction industry.

·         Extensive knowledge of engineering principles, construction techniques, and project management.

·         Strong understanding of relevant regulations, codes, and standards.

·         Exceptional leadership, communication, and interpersonal skills.

·         Exceptional problem-solving abilities and a track record of successfully managing complex projects.

·         Leadership qualities and Problem-solving.

Working Conditions:

The position requires extended working hours, including weekends if necessary.

Work is performed outdoors in various weather and site conditions.

Mobility between different construction sites as needed.
