non-political youth and community development network. Somaliland Y-PEER was
legally registered at the Ministry of Planning and National Development of
Somaliland in 2008 with registration number L43/13/198/2019 as shown on the
latest registration certificate. Somaliland Y-PEER operates in all regions of
Somaliland on the promotion of reproductive health rights and gender equality,
prevention of gender-based violence, STIs, HIV/AIDS, substance abuse as well as
improvement of youth and women economy through innovative peer to peer
approaches. 2. About the Project Somaliland Y-PEER is implementing a youth-led advocacy project
focused on strengthening Sexual and Reproductive Health and Rights (SRHR),
preventing early marriage, and addressing Gender-Based Violence (GBV). The
project aims to empower marginalized youth, strengthen service provider
engagement, and promote inclusive and youth-friendly health services. The project seeks to strengthen the capacity of civil society
organizations and government institutions, enhance youth participation in
advocacy processes, and improve engagement between service providers and
marginalized populations including young women, persons with disabilities, and
vulnerable youth. Through advocacy workshops, youth capacity-building, community
dialogues, sensitization sessions, and coordination platforms, the project aims
to promote inclusive, youth-friendly SRHR services and increase recognition of
SRHR as a fundamental human right. 3. Position Summary The Project Officer will play a central role in the implementation
and coordination of all project components. The position requires a proactive
and organized professional capable of managing multiple activities
simultaneously while ensuring high-quality delivery and compliance with donor
requirements. The Project Officer will oversee planning, coordination,
monitoring, documentation, and reporting of activities. The role also requires
strong engagement with government institutions, service providers, youth
advocates, community leaders, and civil society organizations to ensure
effective collaboration and sustainability of results. The position demands strong facilitation skills, understanding of
SRHR and GBV issues, and the ability to translate project plans into measurable
outcomes. 4. Key Duties and Responsibilities Project Planning and Implementation Develop detailed activity workplans aligned with project objectives
and timelines. Coordinate and implement trainings for CSOs and government
institutions on youth SRHR and advocacy. Organize advocacy workshops with government and legislative bodies. Support the implementation of youth capacity-building sessions on
SRHR and GBV. Facilitate community dialogues, sensitization workshops, and
stakeholder engagement meetings. Ensure activities are delivered on time and meet quality standards. Stakeholder Coordination and Engagement Build and maintain strong working relationships with relevant
ministries, health service providers, legislative representatives, and civil
society actors. Support coordination among regional youth focal points and youth
advocates. Engage elders, religious leaders, and community influencers in
constructive dialogue on SRHR and GBV. Represent the organization in relevant forums and coordination
meetings when required. Monitoring, Evaluation, and Reporting Track project progress against indicators, milestones, and targets. Collect and maintain accurate Means of Verification (MoVs),
including attendance records, reports, and documentation. Conduct pre- and post-activity assessments to measure knowledge and
engagement changes. Prepare monthly, quarterly, and donor narrative reports. Document lessons learned, success stories, and best practices. Financial and Administrative Support Support preparation of activity budgets in coordination with
finance officer. Ensure proper documentation of expenditures and procurement
processes. Maintain organized physical and digital project files. Communication and Advocacy Support Contribute to the development of advocacy materials and key
messaging. Support social media communication related to project activities. Promote visibility of project achievements in line with donor
guidelines. Skills and qualifications 5. Required Qualifications and Experience Bachelor’s degree in Public Health, Social Sciences, Development
Studies, or related field (Master’s an advantage). Minimum 4-6 years of relevant experience in project implementation,
preferably in SRHR, GBV, youth development, or advocacy. Strong understanding of the Somaliland context. Excellent facilitation, coordination, and reporting skills. Fluency in Somali and English. 6. Core Competencies · Strong
