our Somalia office in Mogadishu Banadir. This is 1 year fixed term contract,
renewable depend on availability of funds Human Appeal is
a faith-based charity that aims to abolish poverty by providing humanitarian
aid, sustainable development programs and championing advocacy for our
beneficiaries worldwide. Human Appeal has seven International Field Offices
across the globe. Here at Human Appeal, we have an exciting opportunity for the
Programme Manager to be based at Human Appeal office in Mogadishu, Job Summary: The FSL officer
is required to prepare technical proposal, develop concept notes and prepare
weekly, monthly and final reports of all projects including review of the
reports in terms of quality and submission of the reports timely to the program
manager Accountabilities · Responsible for the implementation of
the assigned project in the targeted districts/area and lead field teams to
carry out a high-quality implementation. · Ensuring high-performance level of
their team and ensuring that activities and targets are met as per the program
work plan. · She/he will provide management,
operational, and technical support to assist the project team in the
implementation of the project. · She/he will be responsible for
facilitating appropriate community involvement in the stages of the program
activities (local leaders, local authorities and local communities). · Lead community mobilization, sensitization, identification, verification and registration of beneficiaries and make sure beneficiary data is correct and complete and provide feedback on the process. · Enhancing community resilience that
may include through implementation of high quality interventions e.g. improving
farming systems. · She/he will be responsible for
community entry, developing and maintaining relationships with all project
stakeholders. · Responsible for empowering the
communities to enable them adapt to unforeseen natural shocks through the
creation of innovative livelihood options and system strengthening. · Responsible for ensuring equal
participation by all categories of the community, taking into consideration
issues regarding gender mainstreaming, age groups, PWDs, PLW, and household
with more children within the target communities. · Create strategies in improving crop
production and management by promoting better agricultural strategies to
counter the effects of poor soils, climate change, and weather and pest damage. · Conduct training for farmers on Farmers Field
School, Good Agricultural Practice (GAP), Integrated Pest Management (IPM) and
Home Gardening · Lead in the identification of project
beneficiaries in collaboration with Partners,
the local community and the local authorities using community-based
approaches. · Lead in farmer’s capacity
building/training and the establishment of demonstration sites to educate
farmers on new/improved farming technologies. · Responsible for developing
distribution plans for agriculture inputs (tools and seeds, tractor hours) to
ensure the timely use of the inputs in enabling participating farmers for the
best result. · Responsible for leading community
mobilization, referrals and education on food and nutrition security through
engagement.
Any other
duties assigned by the line manager. Monitoring,
evaluation and reporting · Regularly monitor and supervise the activities of the various interest groups in the field to track progress and provide the necessary on-field mentoring support to improve group performance and results. · Actively participate in documentation
of project learning and impact case stories and ensure that all lessons
learned, and best practices are properly documented and used to inform project
management decision making processes and project design. · With support of the MEAL team,
facilitate any relevant project assessments and evaluation, including planning
and organization of PDM, post-distribution assessment, etc. · Actively participate in regular
project reviews and facilitation of both internal and external evaluation
missions. ACCOUNTABILITY/TRANSPARENT · Work independently on tasks related to
beneficiary registration and mobilization with periodic reporting and direction
from supervisor; · Make decisions on project
implementation and its daily management responsibly based on available
resources, skills and knowledge of staff and access to affected communities; · Ensure implementation of locally
appropriate and feasible project activities in close consultation with
Programme Manager, local authorities and communities; · Proper management of resources,
equipment and project utilities. · Work in adherence to H.A’s policies
and procedures. · In this position, you are expected to demonstrate
HA’ core competencies, observe policies
and procedures in the implementation of the projects. Skills and
qualifications Education · Degree in Agriculture/Livestock
production, Bachelor’s in Agricultural economy , Agricultural sciences (please
do not apply if you are not FSL expert with background on Agriculture) · Minimum of 5 years work experience in
FSL work in the INGO/LNGO and UN environment, including exposure to field
operations in both emergency and development programs based on cash transfer
programming · Strong report writing skills · Strong proposal and concept note
developments including institutional funding · Proficiency in computer applications
including Word, excel, power point and other applications Experience · Minimum 3 to 5 year of relevant work experiences in INGO · Good understanding of local
agricultural challenges and the ability to work closely with local communities
and beneficiaries · Effective communication and training
skills. · Excellent problem-solving and
analytical abilities. · Proficiency in relevant computer
applications and data analysis tools. · Willingness to travel to project sites

- Support the
management, coordinate and liaise with other NGOs, UN agencies and Local
authorities in attending meetings including cluster meetings, ABC among other
task.
- Attend
Humanitarian meetings on weekly basis, monthly or any other adhoc meetings
- Assist in the
development of the Area Programme strategy and supporting documentation as
required including developing any policies and standards.
Any other
