Duration: 12 months renewable contract based on performance

The Somaliland Development Fund – Phase 3 (SDF3) covers the period 2025-2028, with the

possibility of a two-year extension. SDF3 aims to strengthen the climate resilience of vulnerable

communities in Somaliland while creating increased income and job opportunities, thereby helping to reduce poverty. SDF3’s ambitions are aligned with NDP3 and reflect the priorities set out in Somaliland Vision 2030. Funding is currently provided by Denmark, Norway and the United Kingdom (UK), while the Netherlands remains an engaged partner, pending further clarification on their potential to re-join the Fund at a later stage.

The SDF3 Joint Steering Committee has provisionally approved the “ Qool Caday Livestock Centre of Excellence (QLCE) Project” designed to serve as a multifunctional centre for climate-smart livestock production, training, research, and livestock related commercial services.

The project includes rehabilitating 8,000 hectares of rangeland, establishing a 6,000-hectare drought reserve,

and constructing water infrastructure, veterinary clinics, and demonstration farms.

These interventions aim to improve livestock health, fodder availability, and water access, while promoting sustainable land management. The QLCE project is built around three strategic pillars: climate resilience, inclusive economic growth, and social inclusion.

Following the provisional approval of the project, the SDF intend to engage the services of a Long- Term Technical Advisor (TA) to join the Project Management Team (PMT), in accordance with the project proposal and the approved SDF3 Operational Guidelines (September 2025).

The primary purpose of this role is to support the Project Manager in ensuring the effective and efficient

implementation of the project.

Skills and qualifications

Required Qualifications, Skills and Experience

Qualifications and skills

 Bachelor’s Degree in Livestock Development/Production, Veterinary Sciences and Range Management.

 Master’s degree in a relevant field.

 Demonstrated excellent command of spoken and written English.

 Proven facilitation, analytical and report writing skills.

General professional experience

 Minimum 10 years of experience working at senior level in livestock sector related projects, including animal production, animal health, fodder production and surveillance and disease control.

 Minimum 7 years of demonstrated experience with donor-funded projects.

 Minimum 5 years of demonstrated experience with public sector clients.

 Proven understanding and demonstrated application of Project Cycle Management (PCM), Logical Framework Approach (LFA), Theory of Change (ToC), Value for Money (VfM), Pro-curement Planning, and Financial Management.

 Demonstrated understanding of the contribution of the livestock sub-sector to economic development.

 Demonstrated ability to work collaboratively and effectively within a cross-functional team, fast-paced, and deadline-driven environment and proven capacity to supervise, train and coach teams.

 Proven understanding of and experience with conflict sensitivity, environmental impact, and gender equity and social inclusion programming.

Specific professional experience

 Minimum 7 years of experience in the management and supervisory role in the implementation of livestock projects.

 Demonstrated experience in the management of range/grazing reserves.

 Experience with establishment of large-scale fodder production units.

 Experience in community organization and mobilization in a pastoralist setting.
