Officer will assist the Investment Manager in sourcing, evaluating, and
monitoring investment opportunities and projects. The position involves
conducting financial and economic analyses, preparing investment proposals,
supporting due diligence processes, disbursing funds and monitoring ongoing
projects to ensure alignment with SDRB’s investment strategy and performance
targets. This role provides a unique
opportunity for an entry to mid-level professional to contribute to Somalia’s
development finance landscape through practical, hands-on investment
operations. DUTIES &
RESPONSIBILITIES Reporting
directly to the Division Manager, the Investment Officer will play a critical
role in supporting the Bank’s investment operations, ensuring compliance with
Shariah principles, and facilitating effective stakeholder engagement. The key
responsibilities include, but are not limited to: Investment Identification and
Analysis Support the
identification, evaluation, and preliminary assessment of viable investment opportunities
in priority productive sectors. Conduct
comprehensive sectoral research, market studies, and financial analyses to
determine the feasibility and potential impact of proposed projects. Participate
in due diligence activities, including technical, financial, and legal
assessments of investment proposals. Prepare draft
concept notes, project summaries, and investment appraisal reports for review
and approval by the Investment Manager. Develop and
maintain financial models to evaluate project cash flows, profitability, and
risk-return profiles. Assist in
structuring project financing under Shariah-compliant modes such as Murabaha,
Ijarah, Musharakah, and Istisna. Conduct
sensitivity analyses and scenario planning to support informed investment
decisions. Investment
Documentation and Execution Support the
preparation of investment term sheets, agreements, and relevant documentation
in coordination with legal and Shariah advisory teams. Liaise with
clients, sponsors, and technical partners to gather data and facilitate smooth
transaction execution. Ensure strict
adherence to the Bank’s investment policies, risk management framework, and
regulatory requirements. Project Designing, Structuring, Financing, and
Implementation Support the
design, structuring, and financing of investment and PPP projects in alignment
with the Bank’s strategic priorities and Shariah-compliant principles. Contribute to
project structuring by preparing financial terms, repayment schedules, pricing
models, and risk-mitigation strategies. Coordinate with
legal, Shariah, and risk management units to ensure proper documentation,
compliance, and alignment with internal and external policies. Engage with
clients, sponsors, and technical partners to finalize financing arrangements
and facilitate project approval and disbursement. Support the
implementation phase by monitoring project execution, ensuring timely delivery
of milestones, and addressing emerging operational challenges. Participate
in post-financing reviews to assess implementation progress, financial
performance, andsocial and economic impact. Portfolio Monitoring and Reporting Assist in
monitoring the performance of active investments and projects, tracking key
performance indicators and milestones. Prepare
regular portfolio performance reports, highlighting risks, challenges, and
opportunities for improvement. Contribute to
internal reviews, investment committee submissions, and documentation of
lessons learned. Recovery,
Collections, and System Management Monitor and
manage overdue accounts, ensuring timely recovery of funds. Develop and
implement collection strategies in collaboration with relevant teams. Maintain
accurate records of recovery activities and follow-ups. Accurately
input transactions, client information, and investment data into the core
banking system. Ensure the
integrity of system records, promptly reconciling any discrepancies, and
generate reports for management and compliance purposes. Capacity Building
and Stakeholder Engagement Organize and conduct training sessions for internal staff, external partners, and stakeholders to strengthen knowledge of investment processes, products, and compliance requirements. Promote
knowledge sharing within the Investment Department and support broader
capacity- building initiatives. Maintain
effective communication and relationships with clients, government entities,
development partners, and financial institutions. Compliance and Governance Ensure all investment
and banking activities comply with regulatory requirements, internal policies,
and Shariah principles. Other
Responsibilities Participate
in internal coordination meetings, department planning exercises, and any other
tasks deemed necessary by management to support the Bank’s strategic

qualifications QUALIFICATIONS
AND SKILLS REQUIRED Education:
Master’s degree from a reputable University is required in one of the following
areas: Banking, Finance, Economics or similar. Professional
certifications: relevant professional certificates are highly advantageous,
e.g., Islamic Banking and finance, project management, or investment
management. Writing &
communication: Clear analytical writing; ability to translate technical
findings into decision-oriented outputs; strong presentation skills. Languages:
Somali and English required. Field readiness: Willingness and ability to travel and work in field settings across Somalia. EXPERIENCE At least 3
years of professional and verifiable experience in banking, project finance,
investment, or related fields. Has strong
understanding of the Somali banking, investment and financing landscape,
including regulatory frameworks, challenges, and opportunities. Proven
experience on lending to the SMEs and Corporate in the productive sectors. Demonstrated
track record of managing and optimizing investment portfolios, conducting performance reviews and making strategic recommendations. Experience
collaborating with government, private sector, and development partners. LANGUAGE Somali
