Overview of the Assignment
1. The effects of climate change are intensifying worldwide, with record temperatures, increasingly frequent climate disasters and significant losses of life and livelihoods, particularly for the poorest and most vulnerable populations.

Reports from the Intergovernmental Panel on Climate Change (IPCC) indicate that
poverty, vulnerability and exposure to climate risks will increase significantly with global warming, affecting semi-arid regions, small island developing states and least developed countries.
In this context, Djibouti, located in a semi-arid region, is highly exposed to a wide range of natural hazards, including recurrent droughts, floods, coastal erosion, extreme heat waves and seismic activity.

 Climate change is expected to increase the frequency and intensity of these phenomena, threatening livelihoods, ecosystems, and key socio-economic sectors such as agriculture, fisheries, water resources, and infrastructure. Aware of these challenges, the Government of Djibouti has made disaster risk management (DRM) and climate change adaptation (CCA) national priorities, integrated into the Djibouti Vision 2035, the National Strategy for Climate Change (NSCC), the Nationally Determined Contributions (NDCs) and the National Disaster Risk Management Strategy.
In this framework, the government of Djibouti has established the Executive Secretariat for Risk and Disaster Management (SGERC), which is responsible for coordinating disaster prevention, preparedness, and response. In addition, Djibouti benefits from a project funded by the Chinese government as part of the phase of Djibouti Tailored Intelligence for Actionable Early Warning Systems (TIAEWS - Djibouti), implemented by the UNDP in collaboration with the SGERC. This project aims to strengthen national and local capacities for risk assessment, preparedness and response, to operationalize a people-centred and inclusive multi-hazard early warning system, and to improve coordination and public awareness.
Aligned with the Early Warnings for All (EW4All) initiative launched in 2022 by the United Nations SecretaryGeneral under which Djibouti is one of the eleven global priority countries this project contributes to the country's broader efforts to strengthen resilience to climate and disaster risks.


At the heart of all TIAEWS projects is the creation of robust information platforms, supported by targeted engagement on the part of operators and end users. This involves strengthening the protocols and skills of the personnel responsible for managing the system, as well as awareness campaigns to ensure effective adoption.
Moreover, this comprehensive approach is expected to improve the early warning system and, ultimately, strengthen Djibouti's resilience. To address existing institutional and technical gaps and enhance community resilience, it is therefore essential to establish an integrated disaster information management system (DIMS). Such a system will improve risk-informed planning, decision-making, and response, while also enhancing overall risk governance and management in Djibouti.

Furthermore, by leveraging advanced ICT infrastructure and adopting principles of e-governance, key national agencies particularly DRMD, the Department of Climate Change (DCC), and the National Meteorology Authority (ANM) can improve service delivery, operational efficiency, and data quality, thereby supporting more informed resilience and risk reduction decisions.
Against this backdrop, UNDP, in collaboration with SGERC, is recruiting an International Consultant UNDP IC - Sealed Financials UNDP-DJI-00172
specializing in Early Warning Systems to conduct a comprehensive assessment of digital transformation readiness in the field of disaster risk reduction and management in Djibouti.

The consultant will analyse
existing institutional and organizational systems; identify technical and digital needs for the national multihazard crisis room and sub-national coordination centres; assess alert analysis, dissemination capacities, and data-sharing mechanisms; and propose Standard Operating Procedures (SOPs) and training modules to build the technical skills of operators, in alignment with the Sendai Framework and EW4All standards.


2. The main objective of this assignment is to conduct a comprehensive assessment of Djibouti's
preparedness for digital transformation in the field of disaster risk reduction and management, and to provide actionable recommendations to strengthen digital governance, technological integration, interoperability, and the resilience of early warning systems (EWS). Within the context of this consultancy, and under the guidance and oversight of UNDP, the consultant will
undertake the following specific objectives:

• Conduct an institutional and operational analysis of existing EWS systems to identify strengths, gaps, and opportunities for improvement.
• Assess the technical and digital requirements of national multi-hazard crisis rooms and sub-national EWS coordination centres, including hardware, software, security, interoperability, and human resource needs.
• Examine interoperability and propose a data architecture blueprint to ensure seamless integration across EWS nodes, ICPAC, AMHEWAS, and other platforms.
• Review alert analysis and dissemination mechanisms, as well as current data collection, processing, and sharing practices, to propose faster, more reliable, and integrated information flows.
• Evaluate digital tools, applications, and processes used by partner institutions for risk management, visualization, and alert dissemination.
• Identify technical, organizational, and operational gaps and develop standard operating procedures (SOPs).
• Develop training modules tailored to the needs of national and sub-national operators and technical managers.

Skills and qualifications

Proven experience in developing, supporting or designing information and early warning

• Ability to analyses existing systems, identify gaps, and propose recommendations to
strengthen the effectiveness and resilience of EWS systems.
• Experience in assessing infrastructure and equipment needs for multi-hazard crisis rooms and
sub-national coordination centers, and in developing standard operating procedures (SOPs).
• Skills in developing training modules and capacity-building programmes, including practical
exercises on crisis room operations, the use of EWS technologies and equipment
maintenance.
• Experience in coordinating with multiple stakeholders, including government institutions,
development partners, and technical experts.
• Experience in using innovative technologies and digital platforms for the collection, processing,
and dissemination of EWS data at the national and regional levels.
• Professional experience in the Horn of Africa or Djibouti is an asset.
• Experience in working with an international organizations or UN organization would be an
asset.
