DUTY STATION: Oodwayne & Burao – Somaliland – with frequent travel to project sites

REPORTING TOProject Manager/Head of Programme

DURATION OF THE CONTRACT :One (1) Year, renewable based on performance and funding 

Background

ODAWO (Observatory Development and Welfare Organization) is a national, non-governmental, and non-profit organization established in 2007 in Odweine, Somaliland. Operating across all six regions of Somaliland, ODAWO focuses on environmental protection, food security and agriculture, WASH, protection, and education.

Purpose of the Position

The MEAL Officer is responsible for support in designing, implementing, and coordinating monitoring, evaluation, accountability, and learning systems and tools. The officer will collect and analyze programme data, track performance against indicators, ensure quality reporting, and facilitate learning to enhance programme effectiveness and accountability to stakeholders as well as programme participants.

Key Duties and Responsibilities

  • Develop and implement a project-level MEAL plan aligned with donor requirements and as per Concern/ODAWO standards.
  • Design and update data collection tools, checklists, and databases for all project components (WASH, NRM, Agriculture, climate resilience components).
  • Conduct regular field monitoring visits to track progress, verify outputs, and assess quality of implementation among other aspects.
  • Support field teams to ensure timely collection, verification, and entry of accurate data.
  • Consolidate monitoring data and maintain an updated indicator tracking table (ITT).
  •  Support baseline, midline, and endline assessments and ensure systematic data collection and analysis.
  • Support in qualitative and quantitative data collection (surveys, focus group discussions, key informant interviews).
  • Support in analyzing data to assess project performance and identify trends, challenges, and document lessons learned.
  • Support in reflection sessions, learning reviews, and after-action reviews with project teams.
  • Document and disseminate best practices, case studies, and success stories to enhance knowledge sharing.


Skills and qualifications

  • Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, Development Studies, or related field.
  • Minimum of 3–5 years’ experience in M &E within NGOs or development Programmes.
  • Strong knowledge of data collection tools and methodologies (quantitative and qualitative).
  • Experience with digital data collection platforms (e.g., Kobo Toolbox, ODK/ONA, iform buiders).
  • Proficiency in data analysis software (Excel, SPSS, or Power BI).
  • Strong report writing, and presentation skills.
  • Demonstrable understanding and practical experience of key principles of Accountability, Safeguarding and the Centrality of Protection.
  • Fluent spoken and written English and Computer skills including MS Word, Excel, e-mail, internet.
