Government of Somaliland has received financing from the World Bank toward the
cost of the Food Systems Resilience Program for Eastern and Southern
Africa (Phase 3) FSRP and intends to apply part of the proceeds for
consulting services. The
Consulting Services (the Services) include conducting needs assessment, system
design and development, data collection, capacity building, and preparation of
all technical documentation required for the development of a Pilot Farmer
Registry Database. The successful Consulting Firm will design and develop a
comprehensive, scalable digital platform for farm registration, data storage,
and analysis to support agricultural planning and extension services. The pilot
farmer registry database will cover 32 targeted project villages initially,
with potential expansion to all districts and villages in Somaliland. The
Services include development of data collection tools, database development
with GIS integration, user training for Ministry of Agricultural Development
(MoAD) staff, and organization of a validation workshop. The successful
consulting firm will also provide technical support documentation including
source code, user guides, and system manuals. The Services will be carried out
over a six-month period as detailed in the Terms of Reference (TOR). The

Ministry of Agricultural Development (MoAD) now invites eligible consulting
firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have
the required qualifications and relevant experience to perform the Services.
This includes brochures, a description of similar assignments, experience under
similar conditions, and evidence of the firm’s technical and managerial capacity. Skills
and qualifications The
shortlisting criteria are as follows: ·
Core Business and Years in
Business: The core business of the firm must be in ICT development,
database design, and software solutions, with at least seven (7) years of
continuous operation and proven experience undertaking complex projects in
public sector management and ICT development. ·
Experience in similar
Projects: The firm should have successfully completed at least two
(2) similar assignments involving designing databases for medium- to
large-scale ICT systems, supporting public sector organizational development,
and/or managing ICT projects. Experience in World Bank-financed or other
donor-supported projects will be an advantage. The Consultant shall provide
client references including name, contact information, dates of execution, lead
and associate firms (if any), contract amount, and financing sources. ·
Experience of relevant
services in an environment similar to that of Somaliland and/or East Africa is
required. ·
Technical and managerial
organization of the firm: Provide only the structure of the organization.
(Do not provide CVs of staff). Key experts will not be evaluated at the
shortlisting stage. ·
The attention of interested
Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s
Procurement Regulations for IPF Borrowers dated July 2016, revised
November 2017, August 2018, November 2020, September 2023 (“the
Regulations”), setting forth the World Bank’s policy on conflict of interest. ·
Consultants may associate
with other firms to enhance their qualifications, but they should indicate
clearly whether the association is a joint venture and/or a sub-consultancy. In
the case of a joint venture, all the partners in the joint venture shall
jointly and severally liable for the entire contract If selected. ·
A Consultant will be
selected in accordance with the Consultant Qualification Selection
(CQS) method set out in the World Bank’s Procurement Regulations. How
