1.     The Ministry of Public Works, Reconstruction, and Housing (MoPWRH) of the Federal Republic of Somalia has entered into an Agreement of Cooperation (AoC) with the United Nations Human Settlements Programme (UN-Habitat) to provide technical assistance for the implementation of national housing and urban development priorities. This collaboration supports the Sustainable Development Goal 11, the New Urban Agenda, the National Transformation Plan (2025–2029), and other national frameworks. As part of this cooperation, MoPWRH seeks to engage an Assistant Technical Coordinator (National Architect/Urban Planner for Settlements and Housing) Consultant to provide technical support in informal settlement upgrading, preparation of concept notes, and stakeholder engagement.

2.     The objective of Consultant is to provide technical expertise for developing joint concept notes for informal settlement upgrading projects, supporting participatory planning workshops and technical working groups, conducting urban and settlement analysis, site planning, and data collection, and coordinating with stakeholders including UN-Habitat, government entities, local authorities, and communities.

3.     Duration: The assignment is expected to last seven (7) months. Payments will be made upon successful completion of certified outputs as approved by MoPWRH and UN-Habitat, not on a monthly basis.

Skills and qualifications

1.     Selection Criteria:

    The selection shall be based on qualifications, experience, and skills, followed by an assessment and/or competency-based interview.

    Required qualifications include having a first-level university degree in urban planning, architecture, civil engineering, development studies, or a related field, with specialization in urban and regional planning or urban management.

    The candidate should have at least 2 years of professional experience in urban planning, development project management, or government/urban sector roles. Proven experience in developing concept notes, funding proposals, and resource mobilization strategies, particularly for urban development and informal settlement upgrading, is required. Strong written and oral communication skills in Somali and English, as well as excellent teamwork, communication, and organizational skills, are essential.

2.     MoPWRH now invites eligible Individual Consultants to express their interest in providing the services. Interested consultants must submit a Curriculum Vitae (CV), Cover Letter, and samples of urban planning and/or architectural work.

3.     A Consultant will be selected in accordance with the Individual Consultant method set out in the UN- Habitat Regulations.
