1.     The Ministry of Public Works, Reconstruction and Housing (MoPWRH), in collaboration with UN-Habitat under the Saameynta Programme, invites eligible individual consultants to express their interest in providing consultancy services as Technical Coordinator (Architect/Urban Planner) to support the planning and upgrading of informal settlements.

2.     The objective of the Technical Coordinator (Architect/Urban Planner) is to work closely with the MoPWRH and UN-Habitat teams to support the planning of informal settlements and coordinate technical consultations and stakeholder engagements. The consultant will also contribute to the development of upgrading project concept notes, assist in the delivery of workshops, and provide architectural and urban planning expertise in line with the government’s housing and reconstruction strategy.

3.     Duration: This is a consultancy position. The consultancy is expected to last for over seven (7) months under the Agreement of Cooperation (AoC) between the Ministry of Public Works, Reconstruction and Housing (MoPWRH) and UN-Habitat, following the implementation schedule outlined in the agreement.

Skills and qualifications

1.     Selection Criteria: The selection shall be based on the qualifications, experience, and competencies of the candidate, followed by an interview. Applicants must hold a first-level university degree in Urban Planning, Architecture, Civil Engineering, or a related field, with specialization in urban and regional planning, urban management, or engineering management.

    A minimum of two (2) years of relevant experience in urban planning and management of development-related projects and programmes is required, with prior experience in government or the urban planning sector considered an asset. The ideal candidate will demonstrate strong professionalism, with sound knowledge of urban development theories and spatial planning, proficiency in spatial and socio-economic data analysis, and the ability to conduct independent research. Excellent communication skills, teamwork, and a service-oriented approach are essential. Candidates must also possess strong planning and organizational abilities, strategic thinking, and a commitment to delivering quality outcomes within deadlines.

2.     MoPWRH now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information demonstrating that they are qualified to perform the services and submit a Curriculum Vitae (CV) in the prescribed format, which will be shared along with the Terms of Reference (TOR) upon receipt of the application via email at the address provided below.
