1.     The Ministry of Public Works, Reconstruction and Housing (MoPWRH), in collaboration with UN-Habitat under the Saameynta Programme & IDSF., invites eligible consulting firms to express their interest in providing consultancy services for the development of a National Housing Policy (NHP) for Somalia.

2.     The main objective of the consultancy service is to deliver the draft National Housing Policy (NHP) and identify solutions to adequate housing that address the needs of vulnerable groups such as IDP and urban poor, in support of the efforts of Ministry of Public Works, Reconstruction and Housing.

3.     Duration: This consultancy is expected to be conducted over eight (8) months under the Agreement of Cooperation (AoC) between the Ministry of Public Works, Reconstruction and Housing (MoPWRH) and UN-Habitat, following the implementation schedule outlined in the agreement.

Skills and qualifications

1.     Selection Criteria: The selection shall be based on the qualifications, experience, and competencies of the firm and proposed team member. The firm must have a proven track record in housing policy development, urban planning, and related fields, with a minimum of 7–10 years of professional experience. Key experts must hold advanced university degrees (Master’s or equivalent) in Urban Planning, Housing Development, Public Policy, Architecture, or related fields, and demonstrate expertise in strategic planning, land governance, stakeholder engagement, and communications. Experience working within government, especially in the African context, and with international agencies (e.g., UN, World Bank) is highly desirable. Excellent communication, analytical, and project management skills are essential.

2.     MoPWRH now invites eligible Consulting Firms to indicate their interest in providing the above-mentioned services. Interested firms must provide information demonstrating that they are qualified to perform the services, including the submission of the company profile and Curriculum Vitae (CVs) of the proposed expert team, which will be evaluated against the scope of the assignment outlined in the Terms of Reference (TOR).

4.     A Consultant will be selected in accordance with the Consulting Firm Selection method set out in the Government and UN-Habitat Procurement Regulations.
