Job Title: Logistics Officer (NOA) - Garowe

Contract Type/Grade: NOA, Fixed Term.

Duty Station: Garowe

Contract Duration: 12 months-Renewable.

Date of Issue: 22nd May 2025       | Closing Date: 31st May 2025

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)

•       Oversee and provide technical advice and guidance to SC WFP staff, partners and government, building capacity to connect to markets, man-age food commodities systems and facilitate delivery of food assistance.

•       Support logistics projects and operational day-to-day activities to ensure the effective delivery of food assistance;

•       Collect, analyse data and recommend actions to improve performance of local logistics operations;

•       Advise on logistics management and structures and staffing levels to ensure that they are always adequate to meet the requirements of the logistics strategy;

•       Oversee that proper documents are received and submitted to local Authorities prior to cargo arrival to ensure no delays in cargo clearance.

Job shadowing and internship opportunities

•       Liaise with WFP's cargo superintendent company prior to cargo arrivals to protect WFP interests and to ensure full cargo quantity in good con-dition is always loaded/ discharged.

•       Identify and build productive relationships with logistics colleagues and staff within the area office to support an integrated approach to food assistance.

•       Work in close collaboration with cross functional counterparts to align CBT initiatives and ensure that Supply Chain activities are included to increase programme efficiency.

•       In partnership with the Vulnerability Analysis & Mapping (VAM) team, plan, and lead implementation of market assessments to contribute to CBT feasibility analysis.

•       Perform in-depth market analysis and supply chain network mapping to improve local supply chain performance and plan market develop-ment activities.

•       Support the implementation process of procurement of retailers and renewal of retailer agreements and Retailer Relationship Management (RRM).

•       Monitorretailers and Market Key Performance Indicators (KPIs)

•       Provide accurate and timely reporting including provision of substantial analysis of supply chain CBT & Markets activities

•       Contribute to preparedness actions, providing technical recommendations and guidance and monitoring the management of specific supply chain risks to enable WFP, governments and other partners to quickly respond and deploy food and resources at the onset of the crisis.

•       Prepare accurate and timely accounting, data collection and reporting, to inform supply planning and contribute to a WFP wide view of logis-tics activities, enabling informed decision making and consistency of information presented to stakeholders.

•       Identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, governments and the private sector to share knowledge and resources and ensure coordinated delivery of food assistance.

•       Perform other related duties as required;

Skills and qualifications

Education: Advanced University degree preferably in Supply Chain Management, Economics, Business Administration, Logistics, or other related field, OR First University degree with additional years of related work experience and/or training/courses.

Experience: At least one (1) year of relevant professional experience with an Advanced University Degree OR First University Degree with a minimum of three (3) or more years of relevant professional experience in procurement, supply chain management, logistics, contracting, or related fields. Experience working with public procurement processes, international organizations, or humanitarian operations, and familiarity with ERP systems and procurement policies is highly desirable.

Language: Fluent knowledge (Proficiency/level C) of English and Somali language.

Knowledge & Skills:

•       Has foundational knowledge of logistics and supply chain management, markets and cash programming in humanitarian and development contexts.

•       willingness to work in hard conditions, including working in late hours, weekends, and other extra time due to emergency.
