Title: Electrical Engineer (Roving) Contract

ACCOUNTABILITIES (not all-inclusive, within delegated authority) • Undertake
electrical pre-surveys and Energy audits on WFP facilities and offices, which
includes gathering and filing data, providing support to the respondents,
identification, recommendation and configuration of the equipment type. Assist
in developing guidance and standards for upgrading of existing WFP premises and
new buildings to be as energy efficient as practicable • Conduct
remote and on-site assessments of the electrical distribution system in WFP
premises and assist in the preparation of scope of works and tender documents
for the implementation of the works • Design,
supervise installation, commissioning, and maintenance of solar power systems,
including photovoltaic panels, inverters, charge controllers, and battery
storage solutions. • Undertake
electro-mechanical designs from simple to more complex designs, layouts and
details in engineering CAD software, participate in designs, design reviews,
reading and interpreting of technical drawings, proposals, specifications,

out and oversee electrical works in field locations, including
installation/commissioning installation of electrical distribution systems,
water treatment plants, hydroponic agricultural systems/modules, thermal
controlled warehouses (TCU), Cold rooms and power sources. • Participate
in the Design Installation and commissioning of Heat, Ventilation and Air
conditioning (HVAC) systems and assist in regular maintenance. • Participate
in design, Installation and commissioning of firefighting system, fire
detectors, alarm system, Hose reel pumps and assist in regular maintenance. • As
delegated by the Project Engineer; act as WFP Employer's Representative (ER)
and/or Resident Engineer (RE) in construction phase of the project by providing
oversight of technical quality, schedules, and budget, as required; Monitor
safety performance of construction contractor, address contractual issues, and
maintain a comprehensive system of site records related to construction
project(s); Conduct site inspections, approval works and reporting. • Assist
in planning and implementation of the project including use of engineering
survey equipment and appropriate technology to deliver the project within
schedule • Oversee
compliance to WFP & Construction Manual requirements, guidelines and prevailing
industry standards • Maintain
projects master data base including budgets and schedules for design and
construction project, including appropriate documentation to support full
project life cycle for audit purposes • Perform
other related duties as required. Pre-contract
Duties • Electro-Mechanical
budgetary and cost planning and scheduling and related cost control techniques
including projects financial reviews • Projects site
assessments, scoping, tender documentation, preparation of project bills of
quantities (BoQs), cost estimates and developing work specifications &
particular conditions of contract • Support
the Engineer and Procurement Unit with projects pre-tender documentation and
processes • Support
the Engineer and Procurement Unit in preparing Work Orders for engineering
services • Advise
on project procurement options and specialist contractual arrangements • Advise
on projects economical contract administration approaches Post-
Contract Duties • Provide
engineering and project management services, including planning and designing
the specifications for the CO & SO Projects by applying commonly used
engineering calculations and practices. • Preparation
of Engineer’s Valuations, Payment Certificates in coordination with the Project
Engineer, Project Manager and Admin/Finance Units • Assist
the Engineer with cost control throughout the project; preparation of financial
appraisals during the construction stages of the project to keep the Project
Managers appraised on the financial valuations and anticipated final accounts. • Advise
on the avoidance and/or settlement of contractual Claims and disputes including
evaluation and settlement of Claims as they arise (contract dispute resolution
mechanisms including arbitration). Skills
and qualifications Education: Advanced
University Degree in Electrical, Mechanical Engineering or any other related
fields OR First University Degree with additional years of related
work experience and/or training/courses. Experience:
At least three (3) years of relevant experience with Advanced degree OR first
University Degree with minimum of five (5) years or more years of proven
Electro-Mechanical Engineering experience in design and construction of
building and infrastructure type projects. Experience working with typical
FIDIC Contracts packages. Proven experience in construction contracts
management. Experience in renewable energy and green technology & energy
efficiency (Solar energy systems design, implementation and commissioning)
Registration with recognized national professional regulatory body and/or
association. Experience working in the humanitarian sector is desirable. Language: Fluent
knowledge (proficiency/level C) of English and Somali language. Other
Knowledge and Skills Required: • Design
Experience with AutoCAD and common Engineering CAD Packages. • Construction
Projects Scheduling with demonstrated experience with Primavera • Project
Planner and Ms. Project Scheduling software • Knowledge
and ability to use engineering survey equipment. How
