Republic of Somalia has received financing from the World Bank toward the cost
of Somalia Food System Resilience Project (S-FSRP-III) and intends to apply
part of the proceed for consulting services. The Consulting Services
(the Services) include Review relevant literature,
policies, and existing studies related to agriculture and value chains, Conduct
stakeholder consultations to understand key challenges, opportunities, and
priorities, Develop and submit an inception report outlining methodology, data
collection tools, and work plan, Identify and propose criteria for selecting
priority value chains based on economic, social, and environmental factors. Consider market demand,
competitiveness, inclusivity (gender, youth, smallholder farmers), scalability,
and resilience. Gather qualitative and quantitative data on key value chains
from primary and secondary sources, Apply multi-criteria analysis or other
relevant methods to evaluate the performance of different value chains. The
Consultant will undertake all the specific tasks detailed out in the Terms of
Reference (TOR). The consultant service is
expected to be conducted and reports delivered within 12 weeks from
commencement. The detailed Terms of
Refence (TOR) for the assignment can be provided upon submission of application
in person or by e-mail. The e-mail address is provided below. The Ministry of Agriculture and
Irrigation (MoAI) HSS now invites eligible consulting firms (“Consultants”) to indicate
their interest in providing the Services. Interested Consultants should
provide information demonstrating that they have the required qualifications
and relevant experience to perform the Services (brochures, description of similar
assignments, experience in similar conditions, availability of appropriate
skills among staff, etc.). Skills
and qualifications The short-listing
criteria are as follows: a) Core business and years in business:
The firm shall be registered/incorporated as a consulting firm with core
business in the field of Agriculture or equivalent for a period of a minimum
of 5 years. b) Relevant experience: The firm
shall demonstrate as having successfully executed and completed at least 2
assignments of similar nature, complexity and in a similar operating
environment in the past 5 years. The consultant shall provide the name and
contact address of the client (office and e-mail address and telephone number),
date(s) of execution, name (s) of lead and associate firms, contract amount and
financing sources. scope, value, and period should be provided and submitted
Expression of Interest should include enumeration of these similar past assignments. c) Experience of relevant services in
an environment similar to that of Somalia; and d) The technical and managerial
organization of the firm. (Provide only the structure of the organization. Do
not provide CVs of staff). Key experts will not be evaluated at the
shortlisting stage. The attention of
interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World
Bank’s Procurement Regulations for IPF Borrowers: Procurement in
Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated
July 2016 and revised in November 2017 August 2018, November 2020 and September
2023, (“Procurement Regulations”), setting forth the World Bank’s policy on
conflict of interest. Consultants may associate
with other firms to enhance their qualification but should indicate clearly
whether the association is in the form of a joint venture and/or a sub
consultancy. In case of a joint venture, all the partners in the joint venture
shall be jointly and severally liable for the entire contract, if selected. A Consultant will be
selected in accordance with the Consultant Qualification Based Selection
(CQS) method set out in the World Bank’s Procurement
Regulations. How
