we work. ALIGHT has embarked on WASH, Health, Protection, shelter, and
livelihood activities in lower juba region of Somalia and health and WASH
program in both Banadir, Middle Shabelle Jubaland, Sool region and maroodijeex
of Somaliland expand to other parts of the Country. Alight is taking a
multi-sectoral approach in responding to the severe drought conditions through
a range of activities including Health, Relief Commodities and WASH. The Somalia Program of the Alight has fully-fledged offices in Mogadishu, Kismayo, Dhobley, Afmadow, Hargeisa, and Las Anod
in Somaliland besides a liaison office in Nairobi, Kenya. Alight is working
closely with national and regional authorities and with several Somalia-based
international and national organizations to galvanize coordinated lifesaving
humanitarian assistance to the people in need. PRIMARY PURPOSE OF THE POSITION ALIGHT
is implementing the Integrated Relief and Nutrition Project in Lower Juba. The
Community Mobilizer will be responsible for conducting field-based project
activities and coordinating with various project stakeholders at ALIGHT,
including the Livelihoods and Food Security (LFS) programme, the Monitoring and
Evaluation (M&E) team, and the Community Engagement and Accountability
(CEA) team. The Mobilizer will be based in Kismayo and will support activities
across all designated project target locations.

PRIMARY PURPOSE OF THE POSITION
ALIGHT

Community Mobilizer will be responsible for conducting field-based project

(CEA) team. The Mobilizer will be based in Kismayo and will support activities

MAJOR AREAS OF ACCOUNTABILITY /PRIMARY DUTIES/RESPONSIBILITIES
Under the direct
supervision and technical oversight from the Team leader the Field Monitor will:
- Conduct daily field visits to
monitor the implementation of cash disbursements to targeted beneficiaries.
- Verify that cash assistance is
delivered timely, in the correct amounts, and according to beneficiary
entitlements and eligibility criteria.
- Work closely with financial service
providers (FSPs) to monitor cash distribution processes and ensure that agreed
standards are met.
- Assist in beneficiary registration,
verification, and authentication processes, including use of biometrics
- Sensitize beneficiaries about the
purpose, amount, and process of cash transfers, including grievance redress and
complaint and feedback mechanisms (CFM).
- Receive and record complaints and
feedback from beneficiaries and communities, ensuring prompt resolution or
escalation according to ALIGHT’s Accountability Framework.
- Prepare and submit accurate, timely
field monitoring reports including activity updates, challenges encountered,
beneficiary feedback, and recommendations for improvement.
- Participate in Post-Distribution
Monitoring (PDM) surveys, Focus Group Discussions (FGDs), and Key Informant Interviews
(KIIs) to assess program quality and impact.
- Ensure that program accountability
materials (e.g., help desk logs, complaint records) are properly maintained and
shared regularly.
- Coordinate closely with community
leaders, local authorities, and partner organizations to support safe and
smooth project implementation.
- Report any protection
concerns, fraud risks, or misconduct observed during field activities
immediately to supervisors following ALIGHT’s reporting procedures.
- Assist the programme
team with additional tasks, including beneficiary training sessions and
community mobilization.
- Follow ALIGHT’s security protocols
and ensure personal safety during field movements.
Skills
and qualifications
Standard
Minimum Qualifications
- Degree from a recognized university,
preferably with a degree in Social Sciences, Development Studies, Rural
Development, Monitoring and Evaluation, Humanitarian Affairs, or related fields.
- Strong computer skills, including MS
Office applications (Word, Excel, PowerPoint).
- Fluency in English, with strong
written and oral communication skills.
- Ability to manage and work
independently under pressure and in a fast-paced environment.
- High level of integrity,
professionalism, and accountability.
Desired Skills and
Experience
- Previous experience working on
humanitarian cash-based assistance or monitoring activities is an advantage.
- Familiarity with mobile data
collection tools (e.g., KoboToolbox, ODK).
- Knowledge of humanitarian
principles, accountability to affected populations (AAP), and protection
mainstreaming.
- Strong interpersonal skills,
including the ability to work effectively with beneficiaries, community
leaders, local authorities, and other stakeholders.
- Commitment to ALIGHT's mission and
values, including diversity, equity, inclusion, and dignity for all.
