the Central Bank of Somalia (CBS) The Central Bank of Somalia was established in 1968 as the country’s
financial regulatory institution. After years of insecurity, fragility, and
economic decline due to the collapse of the state in 1991, The Central Bank was
revived and strengthened with the CBS Act of 2011. The Act laid a new
foundation to regulate and boost the country’s finance sector and facilitate

confidentiality. 1- Role The Currency and Banking Operations Group carries out a broad range of
functions for the Central Bank of Somalia to provide a broad range of financial
banking services to the state and its institutions (Public Sector) and for
those who have current accounts at the CBS. It also provides additional
services such as maintaining the legal reserves for commercial banks and
rediscounting both commercial and financial papers. It also provides
clearing services. The main functions of the Banking Operations Department are
to serve as the “Banker’s bank” by providing banking services to the
Government, financial institutions, and other approved account holders. 2- General Description IT Assistant will undertake ICT and Systems duties in the branch and be
responsible for the safety and maintaining installing software and hardware of
the branch ICT equipment. He/ she will be
responsible for ensuring the delivery of services, recommending policies and
procedures of the branches, providing accurate information and relevant
recommendations, and reporting to the branch manager. 3- Duties and Responsibilities · Manage ICT infrastructure:
Responsible for overseeing all ICT equipment, including servers, databases, and
network systems at the branch. · Hardware and software
installation: Install and configure computer hardware, software, systems,
networks, printers, and scanners to ensure seamless operations. · System monitoring and
maintenance: Regularly monitor and maintain branch computer systems and
networks, ensuring optimal performance and minimizing downtime. · Timely issue
resolution: Respond promptly to IT service issues and requests to prevent
disruptions in operations. · End-to-end technical
support: Provide comprehensive technical support, troubleshooting issues
ranging from system errors to hardware malfunctions. · IT assistance for branch staff:
Offer technical guidance and support to the branch staff for any IT-related
concerns or queries. · Lead IT liaison: Act as the primary
point of contact for the branch with the CBS IT department, ensuring effective
communication and problem-solving. · User management and maintenance:
Oversee and manage and fixe branch system users,ensuring systems are properly
utilized and maintained. · Data backup and
archiving: Ensure secure backup of branch transaction data and operations,
maintaining proper archiving protocols for data protection. · Reporting to
management: Regularly report IT-related activities and updates to the branch
manager, ensuring transparency and alignment with branch operations. · Core banking system knowledge:
Leverage expertise in core banking systems like T24, ERPs, and other relevant
programs used by CBS for smooth financial operations. · Staff training: Conduct training
sessions for branch staff on system upgrades, new technologies, and user
functions to ensure all employees are up to date with IT systems. · IT security and
compliance: Ensure that all systems and operations comply with IT security
standards, preventing unauthorized access and safeguarding sensitive data. Skills
and qualifications Education: · Bachelor’s degree in IT or related
fields. Experience: At least 2 years of working with
public or private institutions, International or closely related field. Language: · Operationally fluent in both Somali
and English 1- Functional and Organizational Skills · Good understanding of legal
guidelines for IT. · Good skills in the installation and
maintenance of the network, and computer-related equipment. · Experience with any of the
following: Microsoft SharePoint, Microsoft Exchange Server, Microsoft SQL
Server, Microsoft Lync Server, MYOB Accountants Enterprise, Active Directory,
Group Policy, VMWare vSphere · Good knowledge of police and ICT
techniques · Excellent computer skills · Excellent analytical,
organizational, and decision-making skills · good teamwork and time management
skills · Critical thinking and
problem-solving skills · High level of integrity and honesty · Should be alert and have good
judgment in detecting and reporting unusual situations that indicate a danger
to the building, its equipment, or its contents How
