Somalia (CBS) The Central Bank of Somalia was established in 1968 as the country’s
financial regulatory institution. After years of insecurity, fragility, and
economic decline due to the collapse of the state in 1991, The Central Bank was
revived and strengthened with the CBS Act of 2011. The Act laid a new
foundation to regulate and boost the country’s finance sector and facilitate

confidentiality. Role The Currency and Banking Operations Group carries out a broad range of
functions for the Central Bank of Somalia to provide a broad range of financial
banking services to the state and its institutions (Public Sector) and for
those who have current accounts at the CBS. It also provides additional
services such as maintaining the legal reserves for commercial banks and
rediscounting both commercial and financial papers. It also provides
clearing services. The main functions of the Banking Operations Department are
to serve as the “Banker’s bank” by providing banking services to the
Government, financial institutions, and other approved account holders. 2- General Description The cashier of the Branch is responsible for cash payment and
withdrawal, vault safety of the branch, and supervising tellers to perform daily
cashiering tasks efficiently. He/she will be responsible for
overseeing tellers’ activities and ensuring daily closing cash statements.
Control operations by ensuring that genuine notes are deposited by detecting
any counterfeited or mutilated notes, S/He makes sure that clients are served
with care and prompt response. He/she reports to the branch manager regularly
and as needed on a timely basis and works also with cashier officers to make sure
cash and accounting books and values in the systems are matched and reconciled
daily. He/she is a key member of the Banking Operation team. 3- Main Duties and Responsibilities · The Branch Cashier is the head of
tellers at the branch and reports to the Branch Manager. · S/He is responsible for
managing the flow of cash, cheques, and documents received or paid. · Serves as the Keyholder
for Branch Vault Panel B and safeguards cash and tills. · Authorizes daily operations
in the system, including withdrawals, deposits, revenue transactions, payment
vouchers, and invoices. · Prepares daily closing statements
for the branch. · Handles cash withdrawals and
deposits to and from Commercial Banks and oversees cash counting operations. · Ensures cash
transport to and from the HQ and manages the supply of cash to tellers,
withdrawing excess, when necessary, after approval from the Branch Manager. · Opens and closes branch
operations daily with the Branch Manager and Accounting Officer. · Loads cash into vaults
and the cash counting center. · Ensure all records and
cash documents are transferred to the reconciliation section at the end of each
working day. · Prevents AML/CFT
activities and spearheads anti-counterfeit deterrence within the Financial
Management System (FMS), reporting to HQ. · Performs any other
duties as assigned by the Branch Manager related to branch activities Skills
and qualifications Education: Bachelor’s degree in accounting,
banking and finance, business administration. Professional certification
relevant to positions will be added advantage. Experience: At least 3 years of practical
experience in the fields of accounting, Banking operations, investment, and/or
treasury operations. Language: Operationally fluent in both Somali
and English, in both speaking and writing. 1- Functional and Organizational Skills Possess a demonstrated understanding
of cash handling and its associated risks. Possess in-depth knowledge
of CBS cash, cheque, and payment regulations Behave consistently with the CBS
codes of ethics and ensure that the behavior of others is consistent with these
codes. Establish and maintain positive
working relationships with others both internal staff and external clients. Possess effective interpersonal and
communication skills. Ability to motivate, supervise
tellers evaluate their performance fairly, according to CBS rules, and provide
timely feedback to the branch manager. Assess cash and handling procedures,
identify problems, come up with possible solutions, and make recommendations to
the branch manager for solutions. Must be an accountable, responsible, and risk-averse person Other Requirements · High level of integrity and honesty · Strong commitment to the vision of
