Project Summary

The Field officer will work on the project BRIDGES – “Building Reconciliation and Peace through Inclusive Dialogue, Gender Equality, Sport and Protection of Cultural Heritage”, funded by the European Union and implemented by a consortium of three partners. The activities are implemented in Mudug, Nugaal and Sool region, Puntland, and Galmudug States of Somalia. The aim of the action is to promote peace and reconciliation processes, foster freedom of expression and encourage a Human Rights and inclusion culture, led by Somali civic society actors, especially women and youth.

General Objectives and Responsibilities:

Under the supervision of the Project Manager and in close collaboration with Consultant for PCM training and follow-up of grants the Field Officer will:

Support the identification and selection of CSOs/CBOs to participate in the capacity strengthening phase;

Support the organization of training and sensitization sessions for CSOs;

Assist in the preparation of the restricted Call for Proposals and contribute to the vetting and review of submitted project proposals.

Support the sub-granting component by assisting partner CSOs in planning, implementation, reporting, and documentation;

Support the project’s Monitoring, Evaluation, Accountability and Learning (MEAL) activities, including data collection, documentation, and reporting;

Assist the Project Manager in various tasks related to the overall coordination and implementation of the project.

The Field Officer is expected to ensure compliance and abide by all Donor regulations and CEFA’s internal policies and procedures.

The duty station will be in Garowe, with frequent missions in the project target locations.

Main Duties:

  • Under the supervision of the Project Manager and in close collaboration with Consultant for PCM training and follow-up of grants, the Field Officer will support the project implementation through the following tasks:
  • Support to the CSOs capacity strengthening and sub-granting component
  • Support the implementation of trainings to selected CSOs/CBOs on governance and internal management; transparency and accountability standards, result-based project cycle management (MEAL, financial and grant management…) and project design and proposal writing;
  • Support the selection process of sub-grantees, including review of proposals, due diligence, and capacity assessments.
  • Facilitate onboarding sessions for newly selected sub-grantees, providing orientation on compliance, reporting, and expectations.
  • Assist partner CSOs in developing and updating activity implementation calendars.
  • Follow up regularly with partner CSOs to collect and review required documents (narrative reports, financial reports, attendance lists, photos, visibility materials, etc.).
  • Ensure that partners are using the correct templates and complying with agreed reporting requirements.
  • Maintain and regularly update a tracker for partner deliverables and deadlines.
  • Support the organization of review meetings with partner CSOs to assess progress, challenges, and way forward.
  • Assist in preparing simple tools/checklists to facilitate partners' documentation and compliance.
  • Maintain an up-to-date partner folder for each CSO, ensuring all key documents (contracts, reports, communication) are accessible and organized.
  • Support to MEAL
  • Provide technical guidance and mentorship to sub-grantees during the planning and execution of project activities.
  • Conduct regular field visits to monitor progress, identify challenges, and support timely resolution.
  • Ensure sub-grantees adhere to agreed implementation plans, reporting schedules, and grant requirements.
  • Assist in the collection and consolidation of data from partners and field teams.
  • Support in preparing and disseminating monitoring tools (attendance sheets, pre/post-tests, feedback forms, activity trackers, etc.).
  • Support the preparation of activity reports, ensuring consistency between narrative and MEAL data.
  • Facilitate end line/result surveys, ensuring quality data collection and analysis.
  • Compile and submit field reports, documenting progress, challenges, success stories, and lessons learned.
  • Contribute to project evaluations and assessments as needed.
  • Project coordination and administrative support
  • Assist in the preparation and coordination of project meetings (internal team meetings, partner coordination meetings, stakeholder engagements).
  • Take minutes and follow up on action points to ensure timely implementation.
  • Draft and send official communications (emails, letters, reminders) to partners and stakeholders as guided by the Project Manager.
  • Support the logistical organization of project events, trainings, workshops (venue booking, invitations, materials preparation, etc.).
  • Ensure all project documents are properly filed, both physically and electronically, in the correct folders.
  • Regularly update a document checklist to track missing or pending documents from each partner.
  • Coordination and Stakeholder Engagement
  • Liaise with government authorities, community leaders, and local stakeholders to ensure alignment and smooth implementation of activities.
  • Represent the organization in local coordination forums and engage with relevant partners to build collaborative networks.

Other support tasks

  • Provide general support to the Project Manager on any other project-related tasks, including drafting short reports, preparing presentations or supporting donor visits.
  • Perform any other relevant duties assigned by the Project Manager to ensure smooth project implementation.

Skills and qualifications

Mandatory Requirements

  • Minimum of 3 - 5 years of experience in field-based project implementation, preferably in grant management or NGO sector/ in a similar position with local/international organizations, government and humanitarian sector;
  • Bachelor degree in project management, community development, economics, social-sciences or related field;
  • Proven experience in stakeholder engagement, monitoring and evaluation, and capacity building.
  • Strong understanding of local context in Puntland and Galmudug regions.
  • Skills in MEAL, reporting, result-based project cycle management;
  • Excellent communication and group-facilitation skills.
  • Excellent communication (writing and oral) skills and reporting skills in English;
  • Excellent computer skills, MS Office, social media management;
  • Leadership skills, networking skills, ability to liaise with government, local authorities, private sector, donors, and civil society;
  • Organizational skills and ability to manage effectively multiple tasks;
  • Abide by and demonstrate adherence to NGO values, including integrity, honesty, professionalism, transparency, non-discrimination, inclusion and respect for diversity, as well as cultural, gender, religion, race, nationality and age sensitivity.

Desired Requirements

  • Master’s degree in a relevant related field;
  • Expertise in peacebuilding, prevention of identity-based violence, human rights, mentoring, capacity strengthening of and sub-granting to CSOs/CBOs;
  • Previous working experience in the target areas and with the targeted group.
  • Experience working with sub-grantees or local CSOs.
  • Familiarity with grant compliance and donor reporting requirements.
  • Proficiency in Microsoft Office, data collection tools (e.g., KoboToolbox), and report writing.
