Job Requirement | Background: The Ministry of
Communication and Technology (MoCT) is the principal federal body in Somalia
responsible for formulating national policies, laws, and regulations concerning
telecommunications and information and communications technology (ICT). Its
mandate includes overseeing sector standards, promoting the growth of
telecommunications infrastructure, safeguarding consumer interests, and fostering
a knowledge-based economy and information society. Guided by the Constitution
of the Federal Republic of Somalia and other relevant legislation, the MoCT
played a key role in the adoption of the National Communications Law in 2017.
This law laid the foundation for a competitive and inclusive ICT regulatory
environment and led to the establishment of the National Communications
Authority (NCA) in 2018 as the sector’s regulatory body, tasked with supporting
universal access to ICT services. In 2019, the MoCT led
the development of Somalia’s first National ICT Policy and Strategy for the
period 2019–2023, aimed at addressing gaps in ICT infrastructure and driving
the country’s digital transformation. The establishment of a National Data
Center is a key component of the World Bank-funded Somalia Capacity
Advancement, Livelihoods and Entrepreneurship through Digital Uplift Project
(SCALED-UP). The Federal Government of Somalia
(FGS) considers the establishment of a national Data Center as a critical step
in advancing the country’s ongoing digital transformation in both the public
and private sectors. In line with this vision, the Ministry of Communication
and Technology (MoCT) has been actively planning and is now implementing the
creation of a centralized national Data Center. This facility will consolidate
the existing, scattered data hosting infrastructures currently housed within
various FGS institutions. The centralized Data Center aims to enhance the
overall efficiency, security, and sustainability of the FGS's data management
infrastructure.To support the operation of this facility, the MoCT is seeking
to recruit a Data Center Facility Engineer responsible for the
operations and maintenance of the physical infrastructure. 2. Responsibilities: The Facility Engineer shall Design,
develop, secure and maintain the entire physical infrastructure of the Data
Center; Ensure adequate power to maintain target environment for all IT
hardware in the Data Center; Perform reliability testing and assists in
planning emergency and disaster recovery procedures; Maintain asset inventory
of the Data Center; Operate and maintain Data Center infrastructure management
system; Monitor and ensure Data Center condition is maintained according to
preset level; Perform preventive maintenance activities; Ensure that all system
functional requirements such as Access control, Fire Suppression, Environmental
Control , Voltage protection are successfully acquired and tested; Provide
Support for generation, review, approval, and implementation of change
modification proposals for accuracy, completeness, and remediation. The
Consultant will be based in Mogadishu, Somalia. All other specific tasks

policy on conflict of interest. 7. A Consultant will be selected in
accordance with the Individual Consultant method set out in the World Bank
Procurement Regulations.

- Working knowledge of electrical,
mechanical and life safety monitoring and control
- Computer Skills: i.e. Microsoft
Office Suite
- Excellent communication skills
