Job Requirement | BACKGROUND The Somalia Food Systems Resilience Program (FSRP) is part of a regional
initiative by the World Bank to provide a comprehensive framework for
intervention at both the national and regional levels. This Multiphase
Programmatic Approach (MPA) aims to tackle the underlying structural challenges
of food insecurity and reduce beneficiaries' vulnerability to unpredictable
climate, crisis, and conflict events. It seeks to achieve this by rejuvenating
Somalia's Agri-livestock research institutions, seed systems, and extension
services and developing community institutions that can anchor adaptation of
climate-smart Agri-livestock practices, strengthening the availability of water
and improved rangelands management for resilient agriculture and livestock
production; support animal health services, enhancing the integration of the
production systems to domestic and regional markets, with appropriate
investments in food safety and value addition, and establishing an enabling
policy and institutional framework at a sub-national, national and regional
level capable of supporting food systems resilience for Somalia. The Project Development Objective (PDO) for Somalia Food Systems
Resilience Program (FSRP) will be to increase preparedness against food
insecurity and improve the resilience of food systems in targeted project areas
of Somalia. Progress toward the PDO will be measured using five PDO indicators
and intermediate indicators. All relevant indicators will be disaggregated by
gender (men and women) and age (youth and adult). The five indicators The Puntland State of Somalia is establishing a core multi-sectoral
Project Coordination Unit (PCU) supervised by the Ministry of Agriculture and
Irrigation. The role of the PCU is to support the management, coordination, implementation
monitoring, and evaluation of project activities. The PCU will be staffed with
the following positions: State Project Coordinator, Finance Management
Specialist, Procurement Specialist, Social Safeguard Specialist, M&E
Specialist, Environmental Safeguard specialist Communication Specialist, GBV
Specialist and other technical Agricultural, Livestock and Rangeland
specialists. 2. Objectives of the Assignment Reporting to the State Project Coordinator, the State Monitoring and
Evaluation Specialist (MES) will oversee the overall Project Monitoring,
Evaluation, and Learning (PMEL) system at the state level. This will include
monitoring the physical and financial progress of the Project, managing the
Project’s overall Monitoring and Evaluation
Framework, and ensure that the Project is on track to meeting its development
objectives, expected outputs and outcomes, and intended beneficiaries. The MES
will collaborate closely with the Project Coordinator, the Financial Officer,
Technical Specialists, and the World Bank Task Team. The MES will adopt a results-based M&E approach for measuring and
monitoring. The M&E system will comprise of a web-based MIS system,
combined with milestones based evaluation surveys, thematic evaluations, and
documentation of lessons. . A results framework and monitoring matrix to track
inputs, outputs, and outcomes has been developed for the project with
intermediate and critical performance indicators. M&E will measure project performance according to results framework
targets and provide monthly and quarterly activity reports, Comprehensive
six-monthly information will also be submitted to the World Bank. Additionally,
the SPCUs will support the Baseline, mid-term, and annual beneficiary surveys
to measure project’s social and economic outcomes and impacts. A web-based Management Information System (MIS) will be developed to
enable timely data collection, analysis, and reporting. The M&E will undertake the role and responsibilities as set out

months from the start date. Skills and qualifications . Selection Criteria This senior management position requires a mature person with excellent
leadership and interpersonal skills, capable of leading an interdisciplinary
team of professionals and interacting at senior levels of national and State
governments and other stakeholder institutions. The right candidate will have
the following qualifications: ● Master’s Degree or equivalent in
Project Management, Business Administration, Social Studies, Data sciences,
Economics or relevant field. ● Minimum of at
least 5 years of experience with development projects, preferably in Somalia,
of which at least 3 years should be on planning, monitoring, and evaluating
development projects at senior level. ● Experience in
monitoring and evaluation in a national agency is preferred. ● Practical Experience in developing
and/or managing data driven Management Information Systems (MIS) ● Experience designing and
implementing results focused monitoring and evaluation systems, data collection
and analysis, and results reporting. ● Fluency in English. ● Good analytical
and technical report-writing skills ● Excellent
communication skills: speaking, writing, and listening. ● Excellent computer skills, including
Microsoft Office tools (Word, Excel, and PowerPoint) and the Internet. ● Experience with managing a database
system and software is desired. ● Knowledge of
the World Bank project cycle, the World Bank’ Monitoring and Evaluation
Procedures, Financial and Procurement Management guidelines, the World Bank
Environmental and Social Safeguards, and their related reporting procedures
will be an added advantage; ● Good understanding
of national agricultural policies, strategies, and regulatory framework for the
various inputs and commodities in Somalia; ● Demonstrable knowledge and proven
experience in agricultural value chain development and livelihood
diversification interventions; ● Conversant with
the community-driven development (CDD) approach and rural development projects
in Somalia or other similar countries, ● Experience working
in a similar environment to that of Puntland, Somalia. ● The Ministry of Agriculture and

The Puntland State of Somalia is establishing a core multi-sectoral
Project Coordination Unit (PCU) supervised by the Ministry of Agriculture and
Irrigation. The role of the PCU is to support the management, coordination, implementation
monitoring, and evaluation of project activities. The PCU will be staffed with
