and Education Expert) will lead the implementation of the World Bank-funded
"Somalia Empowering Women through Education and Skills 'Rajo Kaaba'
Project" in Galmudug and Mogadishu State. H/she will be responsible for
overseeing all aspects of the project, including curriculum development,
vocational training, life skills initiatives, and beneficiary engagement. This
role will ensure the effective coordination of interventions, management of
project staff, and adherence to donor requirements. The Team Leader will also
serve as the primary liaison with key stakeholders, ensuring that the project
delivers measurable, positive impacts on the lives of its beneficiaries. This
role is contingent upon the successful securing of funding for the project. Responsibilities:

The Team Leader (Skills

This
role is contingent upon the successful securing of funding for the project.
Responsibilities:
- Lead and manage the
project, ensuring its alignment with the Somalia Ministry of Education and
World Bank's goals, ensuring all activities are executed in a timely and
efficient manner.
- Coordinate the
development and delivery of training programs, ensuring that curriculum,
materials, and teaching strategies are suitable for young women and men in the
targeted age group.
- Manage a team of
experts to ensure the effective delivery of integrated literacy, numeracy, life
skills, and vocational training programs.
- Conduct regular field
visits to monitor implementation and ensure program quality.
- Provide strategic
direction to the program, with a focus on ensuring the long-term sustainability
of education and skills training initiatives.
- Develop detailed work
plans, ensuring that all milestones and timelines are met.
- Provide leadership in
the development of reports, including quarterly and annual progress reports,
ensuring compliance with reporting standards.
- Establish systems for
monitoring and evaluation, measuring the outcomes and impact of the program.
- Work closely with the
Somalia Ministry Of Education, Culture And Higher Education (MoECHE), Project
Implementation Unit, Federal Member State (FMS) officials, and other key
stakeholders to ensure the project’s alignment with local, national, and donor
priorities.
- Facilitate
communication and coordination between the project team, government ministries,
stakeholders, and community members.
- Oversee the
capacity-building initiatives for local teams, ensuring effective knowledge
transfer and skill-building for staff involved in the project.
- Responsible for budget
management, including monitoring, forecasting, and performing budget holder
responsibilities for the project.
Skills
and qualifications
About you
To be successful in
this role we expect you to have: -
- At least 10 years of
experience in program management, coordination, proposal development, and
reporting.
- Master’s degree in
education, economics, public health, engineering, or a relevant discipline.
- Knowledge and
experience designing, implementing and monitoring and evaluating GBV prevention
and response interventions.
- Experience working with
World Bank-funded projects or similar donor-funded initiatives.
- Strong cultural
sensitivity and experience working with people from various backgrounds.
- Demonstrated ability to
think strategically, plan and manage own time effectively, prioritize and meet
deadlines.
- Sound understanding and
experience in protection mainstreaming and Age, Gender, and Diversity (AGD)
mainstreaming, Accountability to Affected Populations (AAP) and Prevention of
Sexual Exploitation and abuse (PSEA).
- Proven experience in
overseeing large-scale education and skills development programs for women and
young girls in fragile or conflict-affected regions.
- Strong understanding of
education programming, including curriculum design, delivery of vocational
training, and life skills development.
- Demonstrated experience
in team management, including previous experience in the direct line management
of staff.
