CONTEXT AND BACKGROUND

Lifeline Gedo, in partnership with Concern Worldwide, is implementing the project "Towards Regenerative Resilience and Climate Adaptation for Displacement-Affected Communities in Somalia (TERRA)" funded by SIDA. Under this initiative, a Biogas Pilot Project is being implemented in Bardere District, Somalia. The Biogas Project is a flagship pilot under Activity 2.2.B of the TERRA Fund, focusing on replacing charcoal and firewood with sustainable biogas energy, introducing organic fertilizers for increased food production, and enhancing climate resilience through renewable energy technology.

The project seeks to enhance energy security, mitigate environmental degradation, and improve the resilience of local communities. Given the technical complexity of biogas system

implementation, LLG seeks to engage an expert consultant to provide implementation and supervision support, as well as community training. By integrating renewable energy solutions with community-driven development approaches, the initiative aspires to establish a replicable model for sustainable energy and organic fertilizer production, contributing to long-term climate adaptation and improved livelihoods in the region.

 OBJECTIVE OF THE CONSULTANCY

The primary objective is to recruit a technical consultant who is an expert in the development of biogas systems. The consultant will provide comprehensive technical expertise throughout the implementation of the Biogas Pilot Project by:

  Supervising the construction process and installation of pipework.

   Delivering capacity building on safety, operation, and management.

 Establishing robust monitoring and evaluation (M&E) frameworks for system performance.

SCOPE OF WORK

The consultant’s key responsibilities include:

Installation & Supervision

    Oversee the setup of biogas systems in Bardere District.

  Provide technical guidance to the contractor during the implementations. 2. Training & Capacity Building

 Train local technicians and end-users on system operation and maintenance.

 Develop training manuals and guides.

 Monitoring & Evaluation

  Design and implement M&E frameworks.

   Conduct impact assessments and provide recommendations

 EXPECTED DELIVERABLES

Deliverable     Deadline

Installation of pilot biogas systems    Within 1 months

Capacity-building workshops report Within 1.5 months

Scaling the project to the private sector          Within 1 Month

Final implementation and evaluation report Within 2 months

Skills and qualifications

The ideal consultant should have:

 A Master’s degree in Renewable Energy, Environmental Engineering, or a related field.

 At least 10 years of experience in biogas system design and installation, with proven experience implementing biogas projects in fragile contexts, particularly in Somalia.

 Strong knowledge of climate adaptation and resilience strategies.

 Demonstrated ability to train and mentor local technicians and beneficiaries.

 Advanced analytical, problem-solving, and communication skills, with proven success in project implementation and technical reporting.

   The ability to adapt and work effectively in dynamic environments.

  Experience working with international agencies, NGOs, or governmental organizations is highly desirable.

WORKING CONDITIONS

    The consultant will be based in Bardere, Somalia, with field visits as required.

    The consultancy will be for 3 months (May 1, 2025 – July 31, 2025).

 The consultant will report directly to the LLG Program Manager.

 The consultant must adhere to LLG’s security protocols.
