Background
The Government of the
Republic of Somaliland has received financing from the World Bank toward
the cost of Enhancing Public Resource Management Project (SERP) and intends to
apply part of the proceeds for consulting services.
The Consulting Services
(the Services) include: Comprehensive training needs assessment to identify the
current and future needs of the employees of the Inland Revenue Department
(IRD), Customs Department (CD), key segments of taxpayers, Implementation of the
Comprehensive Capacity Building Training Plan, Workplan for Establishing a
Revenue Academy, and Taxpayer education.
