Overview:
A. Background
The Republic of
Somaliland has received financing from the World Bank toward the cost of
Somali Enhancing Public Resource Management Project (SERP) and intends to apply
part of the proceeds for consulting services (individual consultant). The
assignment involves a capacity-building initiative for the Somaliland National
Audit Office (NAO), focusing on two main areas: An institutional capacity
building which entails in reviewing and updating the NAO’s financial and
compliance audit manuals to ensure alignment with International Standards of
Supreme Audit Institutions (ISSAI) and local public sector audit regulations, and
individual capacity-building for training, mentoring, and coaching NAO staff at
various levels to enhance their skills in financial and compliance audits using
the revised manuals.
